Dr Frater currently teaches in the West Midlands on the Open University MA unit E801, 'Difficulties with literacy.' He taught English for twelve years in independent and comprehensive schools before working as English and libraries adviser for the Kirklees LEA; afterwards, for 16 years, he was an HMI in the pre-Ofsted schools inspectorate, including seven as Staff Inspector for English. When Ofsted was established, he went freelance. He has written extensively on literacy, including seven surveys of effective practice for the Basic Skills Agency.
